So if a rejection letter informs you of another opening in the same institution, is that mere professional courtesy or a sign that they're interested?

If the other opening is one that you're interested in, go for it. You've got nothing to lose.
Yeah, I was just wondering how hopeful I should get, especially since the other job lists many preferred qualifications I don't have.
